Why is an acoustic report required with your planning application?
Planning consent is required for new development or for changing the use of an existing building.
If the Local Authority’s Environmental Health Officer is concerned that noise from the proposed use could cause a nuisance to nearby residents, then they will request that a noise assessment is carried out. Similarly, an acoustic assessment will usually be required to support a new residential development to demonstrate that future occupants won’t be disturbed by existing noise sources.
Sometimes the noise assessment is included as a condition, but often the Local Authority will want to consider it before making their decision.
Which are the key policies and standards?
The National Planning Policy Framework (NPPF) and the associated Planning Practice Guidance – Noise (PPG-N) set out the Government’s planning strategy for England. We ensure that our acoustic design and reports comply with the NPPF, along with the Planning Practice Guidance on noise.
Noise assessments will be carried out using the relevant British Standards and other guidance documents. Acoustic assessments for new residential developments will typically consider guidance in ProPG: Planning and Noise and BS 8233:2014. Noise from new industrial or commercial sources will be assessed using BS 4142:2014+A1:2019, for example.
Some Local Authorities will have their own assessment methods or require assessments to use a particular Standard or document. Our experience of working on projects throughout the UK means we know what the Local Authority will require and have an enviable record of success.
What is a PPG24 assessment or a BS 8233 assessment?
Acoustic assessments in support of new residential developments were historically referred to as “PPG24 assessments”. While PPG24 was withdrawn in 2012 and is no longer applicable, this term is sometimes still used. Since PPG24 was withdrawn, sometimes the term BS 8233 assessment has been used to refer to these noise reports for new residential dwellings.
